In order to benefit from the services offered through the e-Government Gateway, you have to apply to the PTT (post office) together with your residence permit and a Turkish mobile phone.
You will then receive two messages, one to say that your application has been activated and another which gives you a one use password for you to use to log into their site. Once you have logged in you will be prompted to create your own password.

To log-in go to the following link: https://giris.turkiye.gov.tr/Giris/
Once you have entered the system you will find that you can change it into English.
