You can renew your Irish or UK passport online from Turkey.
From Ireland:
Go to https://www.dfa.ie/irish-embassy/turkey/passports/how-to-apply-for-a-passport/
and follow their online instructions.
Irish citizens who have previously held an Irish Passport must renew their Passport Book or Passport Card using Passport Online.
First Time Applicants must apply using a paper application form through their local Irish Embassy or Consulate General.
From the UK:
Go to https://www.gov.uk/apply-renew-passport
and follow their online instructions.
On the Uk site they have stated
Passport applications and coronavirus (COVID-19)
It is taking longer than usual to process applications because of coronavirus.
Do not apply unless one of the following applies:
you’re travelling before September 2020
you need a passport urgently for compassionate reasons, for example if a family member has died, or for government business
If your passport is burgundy or has ‘European Union’ on the cover, you can continue to use it until it expires.
